The other option besides putting him in a crate is to tether him to you (put a belt around your waist and tie his leash to it). That way you can see him at all times and catch him before he goes inappropriately.

As previously suggested, it is also a good idea to take some of his poop outside and leave it there. When you want him to go, lead him to the old poop. Dogs often stimulate themselves to defecate by smelling old feces.

Don't forget to go heavy on the positive reinforcement (treats and praise) when he does do it right!
