Default Outside vs. Potty pads

Otis, my 2 yr old yorkie and Oliver, 1 yr old shih-poo use both potty pads and go outside. I work 8-10 hours/day so my 3rd bedroom is their potty pad room. Even though my boys are both neutered they still "hike" their leg. I have filled 2 liter bottles with water and secure a pad around them with a rubber band. This gives them a 'hiking post' of sorts. They still have the occasional accident around the house. I've heard this is probably them marking and that it should become less frequent as the dogs get older. Overall, I've been pleased with the potty pad thing. Instead of buying potty pads from the store ($$$) I order chux/underpads from medical supply place. You can buy in bulk and its much cheaper. I think the answer to this question is based on your lifestyle, single/married, stay at home/work, travel a lot/homebody, and climate. It gets cold in Indiana!!
