Are you confining her to a certain area of the house or giving her full run? It she has a favorite place to go in the house - try to keep her out of that area. Make sure you are cleaning the carpet well with a cleaner that totally removes the scent. All the experts will tell you to ignore the behavior you don't want and praise the behavior you do. Perhaps try going outside with her and encouraging her to "potty" and then give a treat when she does.
If she likes going on a rug, I have known someone who bought a small throw rug (that can go in the washer) that is designated as their potty pad.
