I wonder if maybe she's afraid of the closet. Maybe try putting the pee pads somewhere else. If she doesn't go where you want her to, try keeping her in her crate and take her out every 15 minutes and put her on the pads and see if that works. She's still really really young, so don't get discouraged so early. She'll catch on, just give her time. Try not to yell at her, she might get confused and scared. Good luck!
