 puppy pad or outside
I trained my 4# yorkie on paper/pads. She's too small to go out with my larger dogs because I have a lot of hawks in my area and I've seen them dive 15 feet from me for a chipmunk! Plus the less she's outside the less worry with fleas and allergies. However, she will go outside when I take her.
But I've found that their little bladders are so small she won't last over a couple of hours without peeing and the papers safer!
