xpen is a great idea. that's how Mia learned to use her wee wee pads. now that she is 16 weeks we are trying to teach her to go outside, and we take her out every 45 mins-1 hr. Lucky for us, as soon as so walks out she goes pee pee, so we just get back in.
Your pup probably has no clue why you want her to go on the wee wee pads. If you keep her confined in an x-pen, she will get the picture.
When we were training Mia to go on the wee wee pads, we went out to Lowe's, got a large square of linoleum to put on the carpet in the living room. Didn't cost much, and you can move the linoleum around. Then, we put the xpen on the linoleum. You don't have to do that, but that way even when she had accidents, it was easier to clean than carpet. After that, we put her wee wee pad in one corner of the xpen, covered the rest of the area with her toys, a bed and food & water bowls, so she wouldn't have the option to go elsewhere but on the wee wee pad.
Before that I remember Mia used to look me straight in the eye as she went on the carpet. It was soooo frustrating.
I am sure things will get better in time. Just do your best to be patient.
