I would try to call some rescues and see if someone will take them. It is kitten season and some aren't going to want to, but you might get lucky. Those kittens might get into trouble if the mom is leaving them to find food. The kittens will also keep going into the cycle of breeding and making more kittens that aren't being taken care of running the streets. The best thing for them is to try to get them and if possible the mother to a rescue. At least they can get medical treatment, an IV if possible, shots, fixed, and a loving home.
