My little yorkie is also around 2.8 lbs. and I got his little harness from Walmart. I just got the smallest size (I think it was size small) they have, adjusted the park that goes around the neck around as tight as it got and adjusted the girl part and it fit perfectly. Plus it was only a couple of bucks.
Some say that cheapo harnesses cause matting but I haven't had that problem in my puppy.
