Congrats on the new puppy! I think you heading in the right direction. Small puppies will pee or poop about 15-30min after that eat or drink. That's usually a good time to take them out. At 5 months old, they can hold it better but same concept. Eat/drink, wait awhile then take them outside. Of course using pee pee pad or taking him outside is a preference.
Puppy eats more than adult dogs. Some people like to leave food and water out all day other do not because it is harder to predict when the puppy need to go out when food and water is available all dog. For 5 months old, I think 2 times a day is about right.
