The problem is, you have to stop the people breeding these puppies. That way, the pet stores can no longer buy them. Really, the only way I can think of is to keep nagging the congress people to do something about it. It would take alot of people constantly bugging them to get their attention. Also, anytime someone knows of this type of breeder, they should be reported to their local area A.S.P.C.A. group. Or, call your local animal shelter, and county health officials to complain. The only way to end it is to get it where it starts.
