Plenty of people ride the subway with their dogs and cats either on their lap or under their seat. Just yesterday I saw a man riding the 1 train with his terrier mix on his lap listening to his ipod. If the police don't see you then you won't be fined. My friend got a ticket for having her yorkie out just a week ago on the A train. Sometimes the police are just a bit anal.
