Tips are considered part of your wage.. what if you don't make any tips? Not everyone tips or tips correctly. My daughter's friend works at Ruby Tuesdays as a bus boy. He makes $8/hr plus tips.
You could maybe ononimously call the manager and inquire as to the pay scale and how tips work. Say you had a really helpful person you tipped but later found out that she didn't get to keep her tip... or something like that. You might find out that the other girl made up her own policies. If he comes back and says they keep the first $20, then your daughter needs to tell her supervisor what happened.
