Scampers was 12 weeks when I got him and his ears were completely down and floppy. By 16 weeks his ears were up and having came down since. 12 weeks is not too late. 6 months or older is when it would be late and unlikely for the ears to come up and then I have still seen a few where their ears still came up after that time frame. It is still early, you have plenty of time!! I would though tape them if I were you, they will go up faster and I think that is what you are wanting.
