Nope! I doubt it exists!
Pre-existing conditions or anything you had prior knowledge of is usually excluded on any kind of insurance (personal and commercial insurance alike).... It's a general rule of thumb... I'm in insurance and I've yet to see a single policy that'll cover anything you already knew about.
Have you asked the vet about a payment plan?
Care Credit offers financing for some vet clinics. You could check into that...
