My mom's yorkie rocky was just the same way as your pup. Now he loves to cuddle and lay with them but it took till he was about a year and a half.
My Lucy is 10 months and she's NEVER cuddles. The only time she comes to me to be calm is when she want's to sleep. She'll jump on my lap and go straight to sleep. I figure it'll be a while till she settles down.
