FRONTLINE Brand Products remain effective for 30 days, even if a pet swims or is bathed. After application, keep the dog or cat from getting wet until the application area appears dry, usually 24 hours. If a FRONTLINE Brand Product is to be applied after a bath, make sure the pet is completely dry before application.

I don't know why a vet would say wait 2 days
after bathing to apply the frontline. I couldn't find anything about blow drying but I agree with
RLC12345678 that it might cause it to evaporate it too fast for it to be absorbed. I also couldn't find anything about the dogs licking it off each other but I would just keep an eye on them after you apply it and seperate them for a few hours if it becomes a problem.
