I'm not a breeder, but I can tell you about my experiences in buying my two puppies:
Baby Ruth's breeder asked me these questions:
1. Where do you live (Toronto, Mississauga, etc.)
2. Is it a house or condo
3. Do you have a secure fenced in backyard/or enclosed
balcony
4. Have you owned a dog before and what happened to it
5. Are you planning on crating her when you are away or for
training
6. How long will she be on her own while you are at work
7. Do you realize that she is not to be bred and must be
spayed by 7 months of age
8. Do you have young children
9. Are you prepared for a lifetime commitment as they can
live up to 15 years
I'm not sure about a background check, but what about just asking for a couple personal references that you could call (I know some shelters do that before letting you adopt a dog).
You don't HAVE to offer a health gaurantee - especially if you're unsure of the lineage. Oscar has a 2 year gaurantee against the two genetic disorders commonly found in yorkies, Baby Ruth has a 1 year gaurantee. In both cases, if the dog were to be diagnosed with Legges Perthes or liver shunt, they would replace the puppy (like I would ever return them!). I think this is a common stipulation... For the price you are charging, I wouldn't offer a health gaurantee at all. Are the dogs papered? That could be your stipulation for having them spayed or neutered - that they don't recieve the papers to have the dog registered in their name if they don't provide proof that the dog has been spayed or neutered.
I agree with JillandJack about posting the puppies for sale on here - you already know that the people on here are the best people to take care of your puppies - we're all yorkie crazy!
