I'm sure she would only provide a Limited Registration on a Spay/Neuter Contract, or may be the dog would be altered before it was place. But, if someone only wants a pet to spoil that shouldn't be a issue and it is much better for the dogs well being too. There are to many health complications that can araise from animals that have not been altered.
