Thanks for all the replies. Like I said Baby isn't my dog but I do see her often. Today she seemed playful and excited but that's Baby. She always gets excited when she has company.
She doesn't appear to be in any pain, she seems to like her lower back right above her tail massaged. I dont know if this is just relaxing or if it's helping the pressure. I'm also pretty sure mom said Baby is either 7 or 8. I know it's one of the two.
