. I know of some male dogs that don't raise their legs at all, however there's probably other factors than just neutering. Some dogs won't raise their legs at all, then a year after they're neutered, randomly start doing it, lol. I've known of a couple males that went their entire life without ever raising their leg though, and all that I knew were neutered (either at 6 months or as a puppy). That might just be a coincidence though, I'm not sure.
I'm pretty sure that neutering is related to marking though, mostly due to a desire to spread their scent.
