Default Pee Pad vs outdoor pottying

Our new pup pees like every 10-15 minutes!!!!! Not in real small amounts so I know he doesn't have an infection. But goodness!!!!!!! That's ALOT! He just turned 8 weeks old. Should I be worried about training now... or wait till he's a little older? I feel training should start right away. Also, is training on a peepad better than the old fashioned go outside way? Any suggestions on how I should do this? I tried newspaper. Doesn't work. He is confined to one room while not in his crate. If I'm cooking dinner or what not, he's allowed in the kitchen with me. He is not allowed on my carpet yet!!! I know you get 1,000's of house training questions. I did search archives. I also heard about litter box training....... I'm just confused. Any help is appreciated!!

Oh, what about those rainy days? THEN what?????!
