Bless Rocky! He has really learned the lesson that peepads are where he's supposed to potty.

First, a warning. You may confuse the heck out of him by trying to get him to go some place else.

Two thoughts. One, take a pee pad with you and put it outside when you think he needs to go (like at the park). Second, you can also try leaving some of his poop outside. Lead him to it so that he can smell it. Dogs often stimulate themselves to defecate by smelling old poop.
