 Take him on board
At that size you could probaly carry him/her in the cabin with you in a soft carrier, they allow that for very small dogs becuase 1. You can hold them, 2. They don't usually regulate their temperature as well, and they need to be in a suitable temperatured area. It all depends on the airline.
