Are you still giving treats and reinforcing it? Just an idea. I still give Loki a treat at least twice a day for going outside, even though he is completely trained. I just feel that it's worth reinforcing. We stopped giving treats for a simple sit or down long ago and we only give treats for the harder stuff, but I think that not having to clean up pee is worth giving him a little nibble of some cheese
