If the mother did indeed kill the babies, she will most likely do it again. I have a pair of birds that kill their young. At first, I thought the babies were just dying because something was wrong with them. Next clutch, parts were eaten off and I blamed the Dad and removed him. Then I started removing the babies very early because they seemed fine with them for 5 days or so. Then she started killing the babies earlier almost at birth. Needless to say, we no longer breed those two birds. The situation got progressively worse with each clutch (litter).

The other dog might have done it though too. In wolf packs only the Alpha female breeds and she will kill other female puppies.
