It's hard to tell on Tiffany since she is still a baby (and a SUPER cute baby at that!).
With Teddy, I just can't tell from those photos... Sorry...
Usually yorkies with cottony hair has very thick hair and it actually looks like cotton. If you take a cotton ball or q-tip and pull the strands of the cotton fiber out, that what the hair looks like. Because it's wavy it gets the cotton feel and it tangles really easy.
Silky on the other hand is just that, very fine like a thread of silk. Most silky coated yorkies has hair that naturally lays flat. Like a young child with very fine straight hair.
