I used to put mine in one of those big trays that go under a washer ( I had 3 dogs paper training at a time) It hald 3 pads so I would cover those with newspaper and peel off the top layers a few times a day till it was fresh paperl When I got down to the pad I layered on more newspaper. I got mine from the free ads that came in the mail or the lady at the post office would save everyones newspaper that they threw away as soon as they got their mail. I never lacked for newspaper. Bad thing was if hubby was actually reading a newspaper they sometimes would piddle on it if he set it on the floor between pages
They even peed on daughters notebook for school
