I would recommend( I know for a fact this works well with cats) is that while she is mourning the loss of her litter that you get tiny stuffed puppies and put them near her or with her and if instincts are still active(which more then likely they are) she'll begin to take care of them. It sounds funny but it works.

I am so sorry about your loss. I hope all is well soon.
