Just depends on the individual store... Usually it's okay if you CARRY them or wear them, I find... You're lucky Toto is only 3 lbs! I've carried Yoda for up to an hour at places. He's NEARLY 7 POUNDS! It's quite the workout on my arm, or my back if he's in my jacket (with head popping out). But yes, I did sign on for this as well....
