It's fine that one of the puppy is small, the puppy will be considered the runt of the litter. As long as the puppy is eating and drinking well, the puppy will be fine. you can get their tails done within the first 3 weeks. Dont worry about the small one. My yorkie just had puppies 7 weeks ago and I have one small one myself and he is doing great. I didn't get their tails done. I actually like their tails the way it is. Most get their tails clip to fit the "YORKIE LOOK" but I think their tails are fine the way they are. (my opinion)
