If you have a cool place to leave him (you said your basement is) - I wouldn't worry about it.
I do leave my AC on for my pets. I have two birds and two dogs that are in the house when I work - and my house gets very hot. So, I just bite the bullet and leave the AC on.
None of my pets can tolerate the heat very well. I think they would be miserable and actually get sick.... or worse with the birds!
