If there is a real problem and I always think ears down is a real problem. I shave the ears first at least half way or as far as the ears fall over. I cut a piece of paper bag just a bit smaller than the ear and I glue it to the inside of the ear with eye lash glue. I use a brand called Duo, you can get it on the internet. I just leave it there for about a week or so until it falls out. If the ears stand then good , if not redo it again for another week or so. Sometimes it is because of teething and sometimes it is just the ears. Stick with it and you will get them up. Yorkies with their ears up always look better!!
