DNA testing is required by the AKC for any stud producing 7 or more litters in his lifetime or more than 3 in a calendar year. This does not add any 'value' to the pups, it is merely a method of record keeping.
The size of the pups will depend not only on the size of the parents, but on grandparents etc..as well. You need to know the dogs in the pedigree to make an accurate prediction.
Please carefully screen prospective homes and insist on spay/neuter certification before releasing registration.
