My Yorkie Millie is like that. She will growl at Bonnie (my parents Yorkie) and looks like she's going to bite and we've always told her off. We've tried everything to make her stop but nothing has worked. Finally we thought about ignoring her and it worked! Gracie's nose is out of joint at the moment. She'll be jealous and she might be doing it for attention. You have to give them both time to adjust but the ignoring thing seems to have worked.
