What about gates? Just block the areas w/ rails off, if it's possible. Also dont let him walk up the stairs...just carry him everytime, never encourage him too because then he'll learn. My dog picked that up in no time, but I wanted him too.

In our new house we have a loft that overlooks the living room, but were getting a halfwall instead of rails put up. In our house right now though, theres rails and if he's upstairs and one of us are downstairs he will peek his head through. It scares the s**t out of me, so I just call him and distract him. I'm too afraid to go get him because what if he jumps through. In our new house our balcony will have rails though that he can fit through, so I'm going to get some kind of net to put around it. It's gonna look kinda dumb, but I dont care, besides its just in the backyard.
