I can't tell from the picture, my eyes are not that great. But flea dirt looks like black specks and in my experience the dog would have to have more than one or two fleas to have enough flea dirt to be noticed. If you keep him on flea medicine regularly like you are you should not have any problems with fleas. Sorry I can't tell you whether or not it is flea dirt, I would just take a flea comb and comb through his hair to look for fleas and what you find or don't find will tell you whether or not it is flea dirt.

I just looked at the second picture again, and I think it is flea dirt. Flea dirt can be directly on the skin or in the hair, so if any of it is clinging to the hair then you know it is not a rash and it is flea dirt. From the picture it does look like it is on the skin as well as the hair, so my bet is that it is flea dirt. Anyone can correct me if I am wrong, I don't have the best vision.
