A healthy well fed pup really shouldn't be crying that much. If they are crying a lot, they are probably not getting enough to eat. The pups stomachs can hold more now so the feedings are spaced further apart, but they should be content after nursing. You might want to go ahead and start the supplementing with powdered dry puppy food and a milk replacer (instead of water since they are only 3 weeks).
