Default My yorkie is attacking other dogs!!!

I have 2 yorkies -- my 2 year old female is friendly and likes to kiss and play with other dogs. My 10 month old male yorkie (Tiko) is another story...only in the last several weeks has he started displaying aggression towards other dogs and strangers. I had him neutered when he was 7 months (b/c he started peeing everywhere). A few weeks after he was neutered he started this barking and growling and lunging thing at other dogs and people. The other day I stopped to talk to another person walking their yorkie and Tiko immediately attacked the dog - growled, lunged, jumped on the yorkie and so the fight started - we had to pull the dogs apart. Today I was out walking my dogs and a large dog left his yard and approached us. My female approached first and they sniffed noses, then the dog turned to my male who immediately snarled and lunged at the large dog's neck!!! The large dog jumped on my male and they were both snarling and biting. I had to bend down and try to get Tiko away from the big dog hoping I wouldn't get bitten at the same time. The owner of the big dog came running and pulled her dog away apologizing. I thought neutered male dogs were not suppose to be this aggressive -- what's going on and can I stop it???

p.s. he is so sucky at home (has to always be on my lap), likes to wrestle with my female, but always throws himself on his back so that she is on top doing all the pretend biting...hard to believe he's the same dog attacking other huge dogs!!!
