I'm fairly certain it is still pee-pee, just smaller quantities when they mark, like they have a little in reserve at all times just for this purpose or something... My Tucker is 5 months old and has almost completely stopped squatting now to pee. He will nearly always lift his leg unless he's in a big hurry like when we get out of the car from a trip or something. The leg lifting is cute since he can't always quite balance right - he uses a litter box so it goes on the sides and just stays in the litter. Yay!
