I am not sure how old your puppy is, but when I got Louie he licked and chewed his feet a lot. I took him to the groomer and had the hair cut from in between his toes and from around the pads of his feet and he doesn't have a problem anymore. The groomer said that the hair being in there irritated his pads. Louie was 5 months old when I got him though, but it is just a suggestion.
