Default Training an "old" Yorkie - a PROBLEM?

Help!! My eleven year old Yorkie, Theo, has been doing his "business" in the house whenever and wherever he pleases. This can even be 5 minutes after having him outside to potty. He was never perfect in the potty department - a few accidents, occasionally - but for the last couple of months he's been terrible!! He is not crate trained. So, does anybody have any suggestions? I am considering trying to introduce a crate to him - and to his adopted sister, Sophie - although I feel a little guilty about her because she is very good about her training. However, they don't like to be seperated, so putting only Theo in a crate would be a problem, I think. I'm at my wits end. Does anyone have any advice for me?
