If you have only caught him twice and he is peeing ALL the time in the house, then he needs to be confined. Does he have free run of the house?? What I do with my yorkie that is not potty trained is I got a large wire crate and put a bed on one side and a pee pad on the other. She won't go in her bed, so the only other place she can go is on the pee pad. Maybe you should try that. That way maybe he'll learn to use the pee pad. Then, when you can keep an eye on him at ALL times, let him out of the crate and whenever he looks like he's about to pee, take him to the potty pad. Praise him when he goes in the right place and punish him if he goes in the wrong place.
