The pee pads do have something sprayed on them that attracts the dogs to use them. I suppose you could use a paper towel to collect a bit of urine and spread it on a spot on the pee pad until the dog figures it out. My thought was to use pee pads first then substitute adult diapers or incontence pads once my pup knows that she is to go on the pad. Those incontinence pads can be purchased in the U.S. at many discount stores like Fred Meyer. I used them when my old cat was dying and lost control of his bladder. They worked wonderfully.
