First off, I'm glad that your baby was unharmed! I'm glad that you're OK too!! your neighbor was totally out of line if he thought they were just playing. I'd suggest you call the cops, and animal control. If anything, he needs to have his fence raised so that these dogs cannot attack again.
In response to the part I bolded of the above quote, he isn't nessesarily advertising that he has viscious dogs. There's other reaons why people have beware of dog signs. We have a lab mix, and we have a "beware of dog" sign on our fence for legal reasons. My brother has some friends who climb over our fence and go bang on his window in the morning (wtf?) and if Rusty were to bite them (not that I think he would) and they were to press charges, our defense would be that we have a sign warning that there's a dog in the back yard. Just my $0.02.
