I would definitely report it before they injure a child or another dog. If they can jump the fence then he needs to build a higher fence
Not sure why one would keep three big dogs in a yard adjacent to a sidewalk anyway.
Or why anyone would want the liabity of three large vicious dogs. Beware Of Dog signs do not relieve one of their liability.
