I would call the police, If they can jump the fence then they are not properly restrained. Not sure what your citys laws are, but you can find out by calling the police and reporting it.

ps, I hope your little Rocco is better now. Poor baby, it is not your fault. I would steer clear of walking by that house again for sure!
