Maybe he is allergic to something. Yorkies are having sometimes allergies to corn and/or wheat in their food. If it is just a behaviour (what I don't really believe) you could put a shirt or vest on him to prevent his hair from getting rubbed off.

This would be my guess....also the area you mentioned is where Topspot is applied...have you used this? He may be having a reaction.
