I would recommend the XS pak-o-pet if your baby is 3.5lbs. I have this size for Oscar and he is 3lbs and fits just nicely. Oscar is so used to his bag that I think I could get away with a petite size for him at this point. If this is your baby's first carrier, I would stick with something that won't be as confining for her and the XS should provide her with lots of room - but not too much. The pak-o-pet is fantastic though - I smuggle Oscar into the office building where I work EVERY DAY and have yet to be noticed - It just looks like an oversized bag.
