It could be a dominance thing--he's so tiny, the only thing he can be the "boss" of is the stuffed animal.
Google has a stuffed porcupine doll with a rattle inside that is his favorite toy to play catch with, and it doubles as his favorite "hump toy" too. I don't make a big issue of it with him, I figure better the toy than someone's leg!
