There was a thread about this very issue just last week! Basically, if you know that she has just been out to potty, and rings the bell again, just ignore her. She will soon learn that you are not going to open the door every time she sings the bell. If she REALLY needs to go, she will persist in ringing the bell. Sooner or later, she will only ring the bell when she needs to go.
